Left Quiet zone error. Light margins are not equidistant on an EAN13 symbol. They are 11 x X-dimension on the left and 7 x on the right.
Bars are printed too wide causing them to mis-read. The numbers 1,2,7 & 8 have the tightest tolerances. You will note it is 1's and 7's affected in this case.
The verifier therefore advises incorrect check digit for the decoded number.
The check digit is, in effect, doing its job.
